NAS Whiting Field, Fla., took first place in the small base category, followed by Naval Air Facility El Centro, Calif., and Naval Support Activity Mechanicsburg, Pa.The competition looks at a variety of factors, including unit morale, quality of life, property management, health, safety and environmental conservation. Commander, Navy Installation Command, which runs the awards competition, includes 70 installations worldwide.“The award recognizes the importance the Navy and Team Whidbey place in striving for excellence in supporting our active duty forces and their families,” said Capt. Michael Nortier, commanding officer of NAS Whidbey Island. The award also reflects the base’s goal to be good stewards of the environment and its commitment to establish strong relationships with the community, Nortier said, reported the Whidbey News-Times.“NAS Lemoore is truly a gem that sailors across the fleet should jump at the opportunity to experience. It is an extremely exciting time for this installation and its tenant commands,” said Capt. Google Paul Klee was a Swiss and German artist known for developing a distinct, individual style, drawing inspiration from a range of artistic movements, including cubism, expressionism and surrealism.He was also prolific, creating about 10,000 paintings, drawings and etchings during his lifetime.To celebrate Klee’s 139th birthday Tuesday, Google is paying homage to the artist’s sometimes dry and sometimes child-like approach with a Doodle reminiscent of Klee’s Rote Brücke (Red Bridge) — a 1928 painting that uses a pattern of shapes and contrasting yet harmonious hues to represent the rooftops and arches of a European city.The painting reflects Klee’s deep exploration of color theory — the mixing of colors and the visual effects of specific color combination. Born in Münchenbuchsee, Switzerland, on December 18, 1879, Klee was the son of a music teacher and Swiss singer. An accomplished violinist at a young age, Klee received an invitation to play with the Bern Music Association at age 11 before turning his attention to the visual arts as a teen.In 1898, Klee began studying art at the Academy of Fine Arts in Munich. By 1905, he had begun to develop experimental techniques, including drawing with a needle on a blackened pane of glass.A natural draftsman, Klee excelled at drawing but seemed to lack a natural feel for color, which for Klee represented optimism in art. During a trip to Paris in 1912, following his exposure to cubism and bold colors of other artists’ work, Klee began experimenting with watercolors and landscapes, lamenting that that “a long struggle lies in store for me in this field of color.”His artistic breakthrough came two years later, when during a visit to Tunisia, Klee was inspired by the light in Tunis and began to delve into the “cool romanticism of abstraction.” He wrote in his diary:  “Color has taken possession of me; no longer do I have to chase after it, I know that it has hold of me forever… Color and I are one. I am a painter.”When he returned to Munich, Klee painted In the style of Kairouan, considered his first abstract, composed of colored rectangles and circles. In 1916, he joined the German army, painting camouflage on airplanes and working as a clerk, but his work continued to evolve during World War I.Klee taught art in Germany from 1921 until 1933, when the Nazis declared his work indecent and fired him. Later that year, Klee fled with his family to Switzerland, where he died in 1940 after suffering for years from a wasting disease.Klee was considered to be at his peak during this tumultuous time, continuing his torrid pace of output. Roku goes mobile to take on Amazon Prime Videos paid channels

Roku Roku, the set-top streaming box maker, is breaking out of the living room for the first time with a service that offers paid premium channels like Showtime and Starz that you can also watch on your phone.  On Wednesday, Roku unveiled Premium Subscriptions, which will launch late this month in a phased rollout. The idea is similar to Amazon Prime Video Channels — a place where you can buy add-on video subscriptions that let you cobble together a sort of personal bundle of internet-delivered TV with one-click purchases. Downsides to Roku’s version? It has fewer channels to choose from at a launch. (HBO is notably absent.) And subscribing via Roku won’t unlock your channels’ dedicated apps. So don’t expect to watch shows and movies in the Starz app via Roku even if you pay for Starz through Roku. Nevertheless these have resurfaced in the recent past to malign the Bank.In that context, the Board of ICICI Bank today reviewed the internal processes of the Bank and also the details of the exposure to the Videocon group.1. The Board has noted that the Bank has a well-structured and standardised credit approval process, where multiple independent departments are involved in providing independent credit risk rating, doing credit appraisal, credit approvals and monitoring the proposals. The Bank’s credit approval authorisation framework is laid down by the Board of Directors. The larger exposures are approved by the Credit Committee of the Board. The majority of Credit Committee members are independent directors of the Bank. The Chairman of the Credit Committee, till as late as June 2015, was always a non-Executive Director. Based on the above, it can be concluded that there are adequate checks and balances in loan appraisal, rating and approval processes within the Bank, both from the control as well as from a governance perspective.Given this architecture, no individual employee, whatever may be his or her position, has the ability to influence the credit decision at the Bank.2. With regard to ICICI Bank’s current exposure to Videocon group, the Board also recorded that:In 2012, a consortium of over 20 banks and financial institutions sanctioned facilities to the Videocon group (Videocon Industries Ltd. and 12 of its subsidiaries/ associates as co-obligors) for a debt consolidation programme and for the group’s oil and gas capital expenditure programme aggregating approximately Rs. 40,000 crore.ICICI Bank’s current exposure to the Videocon group is part of this syndicated consortium arrangement.ICICI Bank was not the lead bank for this consortium and the Bank only sanctioned its share of facilities aggregating approximately Rs. 3250 crore which was less than 10% of the total consortium facility in April 2012.After the preparation of the Information Memorandum and the initial due diligence for the financing programme by the lead arrangers and after the sanction of the facilities by the lead bank, the Credit Committee of ICICI Bank in 2012 sanctioned its share of facilities in the syndicated arrangement to the Videocon group.This Committee was chaired by the then Chairman of ICICI Bank and it included independent and working Directors of the Bank. It is important to note that Ms. Chanda Kochhar was not the Chairperson of this Committee.The Terms and Conditions offered for these loans are similar to those offered by the other banks in the consortium, ruling out the possibility of any special benefit to the borrower by ICICI Bank.It is important to note here that all banks including ICICI Bank disbursed the Rupee Term Loan into the common escrow pool account being maintained for this purpose by the lead bank.ICICI Bank’s share of the banking sector’s exposure to the Videocon group was less than 10% while around 90% of the loans were sanctioned by other banks and financial institutions. Hence the Board concluded that there is no question or scope of any favouritism, nepotism or quid-pro-quo.3. The Bank desires to clarify that none of the investors of NuPower Renewables are borrowers of ICICI Bank.4. ICICI Bank is regulated and supervised by various regulatory bodies and authorities. In that context the Bank receives various queries from time to time which are appropriately responded to.On looking at all the above facts, the Board has come to the conclusion that there is no question of any quid pro quo/ nepotism/ conflict of interest as is being alleged in various rumours. first_img.Authorities may defer secondary school certificate (SSC) and equivalent examinations for the mayoral by-elections to the Dhaka North City Corporation expected to be held in late February 2018.The election commission’s acting secretary, Helal Uddin Ahmed, held a meeting with the representatives of the Dhaka Education Board and of Madrasa and Technical education boards at the commission secretariat on Tuesday to the end.Talking to newsmen after the meeting, the representatives of the education boards said they have given their consent for deferment of the two papers of the SSC and equivalent exams scheduled to be held on 24 and 25 February to facilitate holding of the by-polls.SSC and its equivalent examinations of 2018 were scheduled to begin on 2 February and continue until 26 February.The officials said the authorities will defer the exams once the commission announces the schedule for the civic polls.The EC’s acting secretary said the commission is mulling announcing the election schedule in the second week of January and holding the by-polls in the third week of February.The DNCC mayoral post fell vacant with the death of its mayor Annisul Huq on 30 November.Apart from holding by-polls to the mayoral post, the commission has also decided that elections will be held to the councillor posts and six special councillor posts reserved for woman for the 18 new DNCC wards and to the same number of councillor and special councillor posts for the 18 new Dhaka South City Corporation (DSCC) wards the same day.last_img read more

He has foreshadowed an appeal.The revelations came in the same month that the Vatican announced Francis approved the expulsion from the priesthood for a former high-ranking American cardinal, Theodore McCarrick, for sexual abuse of minors and adults.The convictions were also confirmed days after Francis concluded his extraordinary summit of Catholic leaders summoned to Rome for a tutorial on preventing clergy sexual abuse and protecting children from predator priests.The jury convicted Pell of abusing two 13-year-old boys whom he had caught swigging sacramental wine in a rear room of Melbourne’s St. Patrick’s Cathedral in late 1996, as hundreds of worshippers were streaming out of Sunday services.Pell, now 77 but 55 at the time, had just been named the most senior Catholic in Australia’s second-largest city, Melbourne.The jury also found Pell guilty of indecently assaulting one of the boys in a corridor more than a month later.Pell had maintained his innocence throughout, describing the accusations as “vile and disgusting conduct” that went against everything he believed in.His lawyer had told the jury that only a “mad man” would take the risk of abusing boys in such a public place. He said it was “laughable” that Pell would have been able to expose his penis and force the victim to take it in his mouth, given the cumbersome robes he was wearing.Both he and Chief Judge Peter Kidd urged the jury of eight men and four women not to punish Pell for all the failings of the Catholic Church, which in Australia have been staggering.“You must not scapegoat Cardinal Pell,” Kidd told the jury.Along with Ireland and the U.S., Australia has been devastated by the impact of the clerical abuse scandal, with a Royal Commission inquiry finding that 4,444 people reported they had been abused at more than 1,000 Catholic institutions across Australia between 1980 and 2015.Pell’s own hometown of Ballarat had such a high incidence of abuse — and, survivors say, a correlated higher-than-average incidence of suicide — that the city warranted its own case study in the Royal Commission report.As a result, Pell’s trial amounted to something of a reckoning for survivors, with the brash and towering cardinal becoming the poster child for all that went wrong with the way the Catholic Church handled the scandal.The conviction capped a year that had been so dominated by revelations of high-ranking sex abuse and cover-up that analysts openly speak of a crisis unparalleled since the Reformation. In addition to Pell, the allegations against McCarrick of groping a minor in the 1970s and of sleeping with adult seminarians became public.As a result of the scandal, Francis’ approval ratings have tanked in the United States, and his standing with conservative Catholics around the world — already on shaky ground over his outreach to divorcees — has plunged.Up until the verdict, Pell’s lawyers had appeared confident that they had established a reasonable doubt and had expected quick verdicts of not guilty.When the jury chairman delivered the first guilty verdict, Pell’s hands slipped from thearm rests of the chair where he sat in the dock at the back of the courtroom. His head bowed after the second verdict, but he restored his composure for the final verdicts.Pell, who walked to and from court throughout his monthlong trial with a crutch under his right arm, was released on bail to undergo surgical knee replacements in Sydney on Dec. 14. Prosecutor Mark Gibson did not oppose bail, saying the surgery would be more easily managed outside the prison system.The first four offenses occurred at the first or second Solemn Mass that Archbishop Pell celebrated as leader of the magnificent blue-stone century-old cathedral in the center of Melbourne. Pell was wearing his full robes — though not his staff or pointed bishops’ hat — at the time.The now 34-year-old survivor told the court that Pell orally raped him, then crouched and fondled the complainant’s genitals while masturbating.“I was young and I didn’t really know what had happened to me. I didn’t really know whatit was, if it was normal,” the complainant told the court.The other victim died of a heroin overdose in 2014 without ever complaining of the abuse, and even denying to his suspicious mother that he had been molested while he was part of the choir.Neither boy can now be identified.Pell was initially charged with orally raping the second boy. But that charge was downgraded to indecent assault when the complainant testified that from his vantage point he couldn’t see Pell’s penis enter the second boy’s mouth.More than a month later, the complainant testified that Pell pushed him against a cathedral corridor wall after a Mass and squeezed the boy’s genitals painfully before walking away in silence.“Pell was in robes and I was in robes. He squeezed and kept walking,” the complainant told the jurors. “I didn’t tell anyone at the time because I didn’t want to jeopardize anything. I didn’t want to rock the boat with my family, my schooling, my life.”The complainant testified that he feared that making such accusations against a powerful churchman would cost him his place in the choir and with it his scholarship to prestigious St. Kevin’s College.Pell pleaded not guilty to one count of sexual penetration of a child under 16 and four counts of willfully committing an indecent act with or in the presence of a child under 16 in late 1996 and early 1997.He did not testify at his trial. But the jury saw a video recording of an interview he gave Australian detectives in Rome in 2016 in which he stridently denied the allegations.Pell grimaced, appearing incredulous and distressed, waved his arms over his head and muttered to himself as the detectives detailed the accusations that his victim had leveled against him a year earlier.“The allegations involve vile and disgusting conduct contrary to everything I hold dear and contrary to the explicit teachings of the church which I have spent my life representing,” Pell told police.Richter, Pell’s lawyer, told the jury that the prosecution case compounded a series of improbabilities and impossibilities.He told the jury that Pell could not have “parted” his robes as the complainant had described.The jury was handed the actual cumbersome robes Pell wore as archbishop. Over his regular clothes, Pell would wear a full-length white robe called an alb that was tied around his waist with a rope-like cincture. Over that, he would drape a 3-meter (10-foot) band of cloth called a stole around his neck. The outermost garment was the long poncho-like chasuble.More than 20 witnesses, including clerics, choristers and altar servers, testified during the trial. None recalled ever seeing the complainant and the other victim break from a procession of choristers, altar servers and clerics to go to the back room.The complainant testified that he and his friend had run from the procession and back into the cathedral through a side door to, as Gibson, the prosecutor, said, “have some fun.”Monsignor Charles Portelli, who was the cathedral’s master of ceremonies in the 1990s, testified that he was always with Pell after Mass to help him disrobe in the sacristy.The defense argued that Pell’s usual practice was to linger at the cathedral front steps talking to members of the congregation after Mass. But Gibson said there was evidence that Pell didn’t always chat outside and had the opportunity to commit the crimes.The lifting of the gag order comes after Francis charted a new course for the Catholic Church to confront clergy sexual abuse and cover-up, a scandal that has consumed his papacy and threatens the credibility of the Catholic hierarchy at large.Opening a first-ever Vatican summit on preventing abuse, Francis warned 190 bishops and religious superiors last week that their flocks were demanding concrete action, not just words, to punish predator priests and keep children safe. He offered them 21 proposals to consider going forward, some of them obvious and easy to adopt, others requiring new laws.But Francis went into the meeting even more weakened and discredited after one of his top advisers was convicted of the very crime he has now decided is worth fighting on a universal scale.Pell’s downfall will invariably tarnish the pope, since Francis appointed Pell economy minister in 2014 even though some of the allegations against him were known at the time.In October, Francis finally cut Pell loose, removing him as a member of his informal Cabinet. According to Gene Munster, a tech analyst from Piper Jaffray who has studied the app marketplace, Apple earned between 85 percent and 90 percent of the money spent on mobile apps last year, and the company is poised to command at least 70 percent of this market over the next few years. Even if you took the market value of all of the goods and services that are produced annually across Aruba, Fiji, Barbados, Grenada and Greenland, you’d still fall short of the global revenues that were generated last year through mobile apps: $15.1 billion.For code-hungry developers, there seems to be no shortage of appetite for pint-sized digital portals on smartphones and tablets. Around 3 billion apps have been downloaded from Research in Motion’s App World, with an additional 20 billion via Google Play and a full 30 billion through Apple’s App Store.But this sector’s explosive growth has some questioning whether it might be ready to bust. Severe delays on M6 in Cheshire

first_imgThere are severe delays on the M6 Southbound in Cheshire following an accident involving two HGVs this morning. All three lanes have now reopened on the M6 Southbound before J16 A500 (Crewe / Stoke-On-Trent) after being closed for several hours. A number of lorries broke down in the queue, causing ongoing delays into the afternoon. The accident happened just before the exit slip at J16 within the smart motorway works according to traffic data company INRIX – with congestion reaching back to junction 19 at one point. Police say there are no reported injuries following the accident – which took place shortly before 6am. All three lanes were blocked originally but lane three reopened at around 8am, with the other two lanes reopening later. Delays of around 90 minutes are still reported in the area. A North West Motorway Police spokesman said: “Patrol making to the scene of the RTC J17-16 M6SB is reporting standing traffic now back to Sandbach – We are still making our way on a grade 1 response to the area.” A Highways England spokesman said: “All lanes have now reopened on the M6southbound between J17 and J16 following the earlier collision involving HGVs. “Severe delays remain, and traffic may take some time to get moving. first_imgThe Berlusconi family has moved to shore up its defences against Vivendi as Mediaset prepares to present its three-year business plan to international investors in mid-January. Vivendi revealed just before Christmas that it had now upped its stake in the Italian broadcaster to 28.8%, with control of 29.94% of the voting rights, following a series of moves that saw it take control of Mediaset shares over the previous two weeks.Vivendi’s stake is now just short of the 30% threshold that would force it to make a mandatory public offer for the rest of the company’s shares.Mediaset is expected to clarify its strategy for pay, free and OTT TV at the January meeting, which has been delayed a number of times as a consequence of the battle with Vivendi, following the French company’s decision not to go ahead with last April’s deal to take control of the Italian broadcaster’s loss-making pay TV arm. Investors are also likely to look for clarification on whether the war with Vivendi will continue or whether Mediaset will seek a compromise deal.The Berlusconi family has sought to shore up support from allies as well as boosting Finvinvest’s stake to 39.7%, just short of the threshold that would require it to launch a takeover bid.With trading on the Italian stock market reopening today after the New Year break, observers are focusing attention on Vivendi’s aims as well as Mediaset’s defensive strategy.The French media group’s moves ahead of Christmas prompted analysts at Berenberg to downgrade Mediaset to ‘hold’ after the Italian group’s shares spiked.Berenberg said that the group’s valuation reflected “the situation with Vivendi, rather than the fundamentals” and raised its price target to €4.20, based on the assumption that either Mediaset Premium would be sold to Vivendi or that a deal with “the same financial outcome” would emerge.Vivendi is thought unlikely to make an offer for the whole of Mediaset at this time as its prospects of squeezing out Fininvest are poor. Berenberg said that the acquisition of the 28.8% stake would nevertheless “put a floor under [Mediaset’s] shares for the near to medium term”.Berenberg speculated that Vivendi may still “conclude a transaction as originally envisaged”, which it said would “clear the air to some extent, and demonstrate Vivendi’s goodwill towards Mediaset” as well as supporting the Italian group’s share price and removing the risk of damages of up to €2 billion being imposed on it by the Italian courts.Italy’s competition regulator has meanwhile hinted that an alliance between Vivendi and Mediaset could raise competition issues, particularly if it involves Telecom Italia, in which Vivendi is the largest shareholder. Another Eurozone “Meeting of the Minds”… Good day… And a Marvelous Monday to you! The first weekend of the NFL playoffs was interesting, with a couple of teams winning that weren’t expected to do so. I think, because I did play football as a youngster, that the league has gone too far the opposite direction, and defensive players no longer know what’s a legal hit and what isn’t, which allows more offense in the game, which casual football fans love… but that’s just me… being me… OK… The Jobs Jamboree on Friday proved to be a real boost for the economy and the dollar, which rallied on a “strong jobs number” for the first time in a month of Sundays. I highlight “strong jobs number” because, this is what this has come to… 200,000 jobs were created, so says the Bureau of Labor Statistics (BLS), in December, which is the strongest number of jobs created in another month of Sundays… The jobs reports have been so weak for so long now, that the media, and markets are all lathered up and calling this a “strong jobs number”… It’s stronger than previous ones, yes… The Unemployment rate dropped to 8.5%, the lowest it has been since February 2009, and marks 6 consecutive months of at least 100,000 jobs the first time that has happened since April 2006! OK… is it just me, being me that I smell a rat? Here we are in an election year, and suddenly the BLS says jobs are being created, when the weekly job cuts remain near 400,000 each and every week… 1.6 million jobs were created last year (per the BLS), so at least we’re heading in the right direction, eh? Whether the jobs are there are not. Whether they are full-time, or not. Whether they are min. wage or not. All these things don’t matter right now… the BLS has created a perception that the jobs market is rebounding… and, you are what you are perceived to be, right? Well… like I said the dollar responded favorably to the jobs report, which could be an indication that maybe, just maybe, cause we never know, fundamentals are returning to the markets… Because the dollar should rally when the jobs report is stronger than previous reports. The euro, being the offset to the dollar, was therefore weaker… The single unit is attempting to mount a rally this morning, as German Chancellor Angela Merkel, and French President, Sarkozy, are meeting, as I write, to discuss measures to rescue the euro over the next three months. Hmmm… They might want to get European Central Bank President, (ECB) Draghi, in a room, under a bright light, and attempt to get him to say “uncle” with regards to rate cuts! Because, he has cut rates at his first two meetings, and looks dead set on cutting them more! I wrote about this last week, that given rates in the Eurozone are going lower… I say that, because of Draghi… He’s no Trichet, or Duisenberg… He’s more of a Bernanke & Greenspan. So, you can expect to see Eurozone rate dropping below 1% for the first time this year… It’s sad, I know… But I can tell you that Draghi and his fellow-Euroheads, don’t care about the ECB’s credibility… And they don’t believe it will be damaged, as the markets will see the rate cuts as needed to help the Eurozone economy that appears to be heading to recession. Now… When I was a foreign bond trader, I would have looked at this and thought to myself… “this looks like a great time to be long bonds in a country that was getting ready to cut rates by at least 50 Basis Points (1/2%)”… But back then we would be talking about rates dropping from 5% to 4.5%… With rates starting from such a low point, I’m not sure there’s much to get excited about… Speaking of the ECB… the will meet this Thursday, but after all my talking about Draghi cutting rates, I don’t think he’ll cut rates at this meeting, after having cut rates at his first two meetings… To be fair and equal to different ideas… Last week I told you about 3 different analysts that called for the price of Gold to be much stronger in 2012 and beyond… So, to give you the “two-way market”, my friend, and write extraordinaire, Bill Bonner, is calling for the price of Gold to be flat in 2012… Let me explain Bill’s thoughts… He believes that the markets are going to be circling the bowl again in 2012. Bill said, “what we learned in 2011 was that when a Great Correction pinches, the dollar is the salve of choice – not Gold. When investors fear losses they turn to the dollar for protection. They will continue to do so a while longer. We’ll probably see a further correction in the Gold price… perhaps down to $1,200. Or perhaps it will stop at $1,400.” OK… so, now you have two sides to the story, and you can make your decision, balancing the two thoughts on Gold. Me? I’m not selling… And I’ll be happy to buy Gold at cheaper prices! I’ve been pretty tough on the Indian Gov’t and Central Bank, the Reserve Bank of India (RBI), and their inability to recognize inflation and act accordingly. This resulted in economic stagnation, and with high inflation, it appeared the economy would take a deep dive into recession… This is the reason the Indian rupee has been one of the worst performing currencies around in the past year. But… I read a good story in the Economist that talks about how the Indian economic miracle is not over… Well, I was all eye and ears for this, since I had written India off… Indian economic growth is thought to grow at 7% this year, and will pick up from there… The savings rate continues to rise, which allows more investment, and that should be enough to keep the capital expenditure above 30% of GDP, which is quite good… Does this mean the rupee will rebound? I think there are a lot of variables here… The Eurozone… The U.S. and China… If all’s well in those three corners of the world, the rupee should be able to mount a rally. Speaking of China… The Chinese renminbi has been sliding weaker in the past week, which is something we don’t see a lot of, but it is happening, right here, right now… I think the Chinese Gov’t is very fearful of a slowdown from the Eurozone, and a no-pick up of demand from the U.S. which would be a shot to both sides of the Chinese bow… So, the Chinese Gov’t is lowing interest rates, increasing money supply, and allowing the renminbi to get weaker, in hopes of all these things helping to offset the problems in the Eurozone and U.S. How much weaker will they allow it get? Good question, Chuck, man you do come up with some good questions, every now and then, how do you do it? Well… I get lucky! HA! Seriously though… that is a good question, and one to not take so lightly, Chuck! Well, I can’t put a number or percentage on it, but it could be significant, and then… it might just be a tempest in a teacup… I’m thinking, that it might be the latter of the two… OK… back to the euro for a minute… the single unit fell to 1.2666 overnight, but it is being reported that the market got too short the euro, and a “short squeeze” was on, thus allowing the euro to rebound to 1.2750, which is where it is right now… Elsewhere… Australian Retail Sales for November were flat, which was a disappointing result, and pushed the Aussie dollar (A$) weaker this morning. Canadian Consumer Confidence rose in the 4th QTR (the index rose to 107.4 from 105.1 the previous quarter) I keep reporting strong data from Canada, and the Bank of Canada (BOC) continues to sit on its hands… Maybe the stronger than expected U.S. jobs report will give the BOC reason to get off their hands… But probably not… Then there was this… Well, the BLS doesn’t give us a breakdown of the jobs created, so there are private companies that do that… And Adivsorone.com reported one such company. ITG Investment Research … their chief economist, Steve Blitz, said, “The good news is that employment is up. The bad news is that the higher paying jobs have yet to return.” Blitz pointed out that the average hourly earnings were unchanged, and that 20% of the increase in private payrolls was for messengers and couriers. Net hires at restaurants and retailers (Christmas ) and the aforementioned messengers made up 44% of the jobs added in December. Chuck again… Yes, this is exactly what I thought would be the case… As I’ve always told you, and long time readers will have grown tired hearing this… The Jobs Jamboree is just a number… to get the real story… look to the Average hourly earnings and the Average Work week hours… I thought on Friday that something didn’t look right, and there it was right there… 200,000 jobs created, according to the BLS, and no change in the average hourly earnings? Radiation therapy can lower risk of breast cancer recurrence in patients with

(Editor)Oct 30 2018A subset of patients with low-risk breast cancer is highly unlikely to see cancer return following breast conservation surgery but can lower that risk even further with radiation therapy, finds a new long-term clinical trial report. These 12-year follow-up data from the only prospective, randomized trial to compare recurrence outcomes after treatment for low-risk ductal carcinoma in situ (DCIS) were presented last week at the 60th Annual Meeting of the American Society for Radiation Oncology (ASTRO).In this long-term update, patients with “good risk” DCIS — defined by the research team as cancer found only on mammogram or incidentally during a breast biopsy for another reason — continued to experience extremely low recurrence 12 years after breast conservation surgery. Those who underwent whole breast radiation therapy (WBRT) and those who also opted to take tamoxifen experienced the lowest recurrence rates, but even those who received no further treatment following surgery did not experience any life-threatening consequences.”I think the most surprising thing was that the recurrence rate in patients randomized to receive radiation therapy was so low. Radiation reduced recurrence by more than 70 percent, and this was a much more profound impact than we expected,” said Beryl McCormick, MD, FASTRO, lead investigator of the NRG Oncology/RTOG multi-center trial, Chief of the External Beam Radiotherapy Service at Memorial Sloan Kettering Cancer Center and a professor of radiation oncology at Cornell University in New York.Since none of the tumors that recurred in either group appeared to pose a life-threatening risk, however, Dr. McCormick said it was reasonable for patients to determine, in consultation with their physician, whether continued treatment following surgery was something they wanted to do.”Not all DCIS is the same,” said Dr. McCormick. “This type of cancer will not impact life expectancy. We found that radiation does significantly reduce the risk for recurrence, but you are starting with an extremely low recurrence rate even without radiation. Therefore, there should be a meaningful discussion between patient and doctor about whether additional treatment is something the patient wishes to pursue.”DCIS is a cancer of the cells that line the milk ducts of the breast. It accounts for roughly one-fourth of all new breast cancers for an estimated 60,000 cases diagnosed in the United States each year. The currentEligible tumors were 2.5 centimeters (cm) or smaller, with margins of three millimeters or less, and of low or intermediate nuclear grade. From 1999 to 2006, 636 patients were randomly assigned to receive WBRT with standard doses or to an observation arm. The use of tamoxifen for five years was optional. Mean pathological tumor size was 0.60 centimeters (61 percent 0.5 cm or smaller, 65 percent with a margin width of 1.0 cm or larger or a completely negative re-excision specimen). The highest nuclear tumor grade was 1, found in 44 percent of patients; grade-2 tumors were diagnosed in the remaining 56 percent. Tamoxifen was used by 58 percent of patients on the WBRT arm and 65 percent of those on the observation arm (p=0.05).Median follow-up time was 12.4 years. After 12 years, the cumulative incidence of local recurrence was 2.8 percent (95% CI 1.1, 5.6) for those in the WBRT arm and 11.4 percent (7.7, 15.8) for those in the observation arm (hazard ratio (HR) 0.26, 95% CI 0.13, 0.54; p=0.0001). The 12-year cumulative incidence of invasive local recurrence was 1.5 percent (95% CI 0.4, 4.0) for those in the WBRT arm and 5.8 percent (3.2, 9.5) for those who did not receive radiation (HR 0.34, 95% CI 0.14, 0.85; p=0.016).In multivariate analysis, only those who received both WBRT (HR 0.25, 95% CI 0.12, 0.53; p=0.0003) and tamoxifen (HR 0.50, 95% CI 0.27, 0.91; p=0.024) experienced reduced local recurrence. Neither age nor pathological tumor size were significant for predicting local recurrence or invasive local recurrence. There were no significant differences between treatment arms for overall survival, disease-free survival or mastectomy use.During the additional five years following surgery, noted Dr. McCormick, “there was a slight creeping up of local recurrence rate.” For those who received WBRT, the rate increased by just under 1 percent, bringing it to nearly 3 percent post-surgery. For those who did not receive radiation, the recurrence rate increased by one percentage point each additional year of follow-up, climbing from just under 7 percent to just under 12 percent after 12 years.These results “should inform a meaningful patient-physician discussion that includes risks, benefits and the patient’s own degree of comfort,” Dr. McCormick concluded.”All of us have a different definition of what is an acceptable risk,” she said. “Some patients with DCIS will still want radiation therapy.
